Despite Oromo protests, Addis master plan continues

July 5, 2014 (Somaliland Press) – The Addis Ababa master plan will continue despite protests from some Oromo opposition, an OPDO official told local media in the capital. The OPDO now believes the “master plan” will benefit Oromos economically in the long run, according to the official who requested to remain anonymous because he was not authorized to give details. He also said the plan will not hurt local Oromos linguistically because “Most Oromos living in the outskirts of Addis Ababa are already multi-lingual, which will give them advantage in the workforce.”
OPDO led by new chairman Muktar Kedir has become more influential since the passing away of Prime minister Meles Zenawi. Previously, many top OPDO leaders openly displayed opposition to the master plan, which was a plan that required expansion of Addis Ababa toward Oromia towns.
But now, after Oromo protests sparked by diaspora based websites led to riots, OPDO is fully disassociating itself from the protests, according to the source. “OPDO feels it’s anti-expansion agenda was hijacked by foreign forces” the government source added.
In addition to Addis Ababa, the government is planning expansion of Dire Dawa, the second biggest city in Ethiopia. Such expansion will include new industrial zones and it is expected to benefit the economies of both neighboring Djibouti and Somaliland.

July 2, 2014 (AFP) — Several top Eritrean leaders have been reported to the police for crimes against humanity by a Swedish law firm, as a new law took effect enabling such crimes committed anywhere else in the world to be prosecuted in Sweden.
The report lists a series of alleged crimes including torture and kidnapping, and targets Eritrean President Isaias Afewerki and several of his ministers by name.
There is a lot of evidence from human rights groups, particularly about indefinite imprisonment without trial (in Eritrea).
Percy Bratt, human rights lawyer
“This is not only symbolic. We believe there are legal grounds to prosecute the people we have named,” human rights lawyer Percy Bratt told the AFP news agency on Tuesday.
The legal move, the first of its kind in Sweden, was filed the same day that crimes against humanity were introduced into the Swedish penal code.
The code enables judges to prosecute crimes regardless of where they have been committed or by whom.
“There is a lot of evidence from human rights groups, particularly about indefinite imprisonment without trial (in Eritrea),” Bratt said.
“There are also many Eritreans in Sweden who could give information about the conditions in the country in general.”
According to the latest figures, 12,800 Eritreans live in Sweden, and the number of asylum seekers from the country keeps growing.
Swedish-Eritrean journalist Dawit Isaak has been imprisoned in Eritrea since 2001, and 13 years on little is known of his fate.
Bratt said that even if the case was taken on by the prosecutors, it could take years before criminal charges were laid, given the complexity of the allegations.
Eritrea, with a population of five million and a size about the same as Britain, is one of the most isolated and secretive countries in the world.
According to the United Nations, 4,000 Eritreans flee the country every month to escape ruthless repression, including unlimited forced labour for the government.

July 1, 2014, WASHINGTON, D.C. (ayyaantuu) – On Saturday June 21, 2014 the DC Office of Human Rights (OHR) convened a multilingual community dialogue and resource fair where about 100 diverse limited and non-English proficient residents made recommendations for strengthening Language Access in the District. The recommendations were the result of two-hour simultaneous roundtable discussions that took place in 10 different languages. As the second installment in a series of events hosted by OHR to commemorate the 10 year anniversary of the DC Language Access Act, this unique community dialogue supplemented report findings from an Urban Institute study released in April, with direct community feedback on Language Access implementation over the last 10 years directly from the intended users.
“It’s truly incredible to be part of a city that welcomes, nurtures and enables its immigrant communities to thrive and contribute,” said OHR Language Access Program Director Winta Teferi. “As an immigrant myself, I know that Language Access is crucial for ensuring that those who speak little or no English can participate meaningfully in their government. Because DC is home to one of the most linguistically diverse populations, it is imperative that we engage and hear from all communities to ensure we meet the unique needs of all residents who speak little or no English.”
As a result of the discussion with a participation of a 15-member delegation of Oromo Community Organization of Washington DC, Afaan Oromo was recommended to be one of the language access in the District of Columbia. The participants of the event including officials of the various DC Government agencies understood very well the importance and the rights of Oromo residents needing such services in Afaan Oromo.
Because of the rapid growth of Oromo community in the Washington, D.C., there has been an increasing demand for Afaan Oromo translation services and Oromo participation in the affairs of the District.
Once the final work is finalized, the Language Access Department of the DC Office of Human Rights will declare the Afaan Oromo as an official language access in DC. Necessary signs will be translated and written in Qubee and placed in public quarters. Interpreters and translators in each and every DC government institution, hospital, school, DC government agency, etc. will be facilitated.
The Oromo Community Organization of Washington DC requests its members and supporters to support it in this effort.

No country for Ethiopian Activists? The growing danger of illegal rendition in the region

Andargachew Tsige, Secretary General of Ginbot 7, detained in Yemen while in transit
July 1, 2014 (The Gulele Post) — Asylum, Citizenship and western passport seems to no longer protecting Ethiopia’s opposition leaders and human rights advocates from being illegally renditioned by regional and neighboring countries. Neighboring governments and humanitarian agencies are not doing enough to protect refugees who sought protection, while Western countries failing to stand up for those whom they  granted asylum and citizenship.
Bashir Makhtal, an Ogadeni businessman and Canadian citizen was arrested by Kenyan security and sent  to Ethiopia in 2006. Accused of membership to the Ogaden National Liberation Front, Mukhtal  was sentenced to life in prison in 2009 where he still languishes. Although Canadian authorities appealed for  his release, the Ethiopian regime has ignored it because the appeal was not back with any serious threat of economic or political sanction.
In 2007, despite having UN refugee protection mandate, Oromo refugees Tesfahun Chemeda & Mesfin Abebe were detained by Kenyan security on bogus charge of terrorism and illegally sent to Ethiopia against the order of the Kenyan court. The two were sentenced to life in prison. Tesfahun Chemeda died on August 2013  from injuries sustained during years of  torture.
Just last month Okello Akoy, former president of the Gambella region who defected from the regime and formed an opposition party  was arrested by South Sudan and extradited to Ethiopia. Mr Okello has a Norwegian citizenship. There is no information if the Norwegian government has said anything at all. Let’s not forget Norway signed a deal with the Ethiopian regime to forcefully deport thousands of  asylum seekers.
Now, Andargachew Tsige, the Secretary General of Ginbot 7 opposition group, who is a British citizen,  was detained last week by Yemeni authority while he was in transit. The Ethiopian  court had already sentenced Mr Tsige to death in absentia in 2009  for membership in diaspora based opposition. Aside implementation of this sentence,  he will be at real risk of torture if Yemeni decides to hand him over to the Ethiopian authorities.
These are just few of the high profile cases. Over the last decade governments of  Somaliland, Djibouti and Sudan have been arresting thousands of  refugees and handing over to Ethiopian securities. These refugees often made to disappear or incarcerated without due process.
This is dangerous trend and must be confronted. If sufficient pressure is not mounted, diaspora based activists and even regular people might be at risk of been whisked away any time they visited an African, Arab, Asian or even some Western countries.
Campaign should focus on:
  1. Demanding Western countries to stand up for people they granted citizenship and refugee status. They must use their leverage to pressure these neighboring countries to refrain from illegal rendition.
  2. Pressuring countries which grant refugee status to respect universal convention of protecting such individuals even in third country territories. Likewise, for those seeking asylum, UNHCR should be pressured to speak up  and ensure their safety against illegal renditions and abductions.
  3. Protest against the neighboring countries  to protect those who seek refuge within their border and refrain from detaining and rendering people to Ethiopia.
Such campaign  should be coordinated with existing refugee advocacy organizations such as Oromo Support Group led by Dr Trevor Truman, the renowned humanitarian who has decades of experience in regional affairs.
