የአባይ ጉዳይ የዛፍ ላይ እንቅልፍ የሆነባት ግብጽ እና ለስልጣን ጸብ ጫሪው ህውሃት!

ማክሰኞ ሰኔ 11 ቀን 2005 ዓ.ም. (Tuesday, June 18, 2013)የአባይ ጉዳይ ለግብጽ የዛፍ ላይ እንቅልፍ ነው። ዛፍ ላይ ሆነህ እንቅልፍ ይወስድሃል? ሸለብ እንኳን ያደርግሻል ዛፍ ላይ ሆነሽ? እነደዚያ ነው የአባይ ጉዳይ ለግብጽ። ይኽ እንቅልፍ ማጣት እና ስጋት ዛሬ የጀመረ አይደለም። ባጭሩ ልተርክ። ሪቻርድ ፓንክረስት በግብጽ የተገኙ መረጃዎችን መሰረት በማድረግ ክርስቶስ ከመወለዱ ከ3 ሺ አመቶች በፊት ጀመሮ የግብጽ ነጋዴዎች በእግራቸው የአባይን ወንዝ ዳርቻ ተከትለው እንዲሁም በቀይ ባህር በነፋስ በሚገፉ ጀልባዎች ዛሬ ኢትዮጵያ (ያኔ የፐንት ግዛት) በሚባለው ግዛት ውስጥ ከሚኖረው ህዝብ ጋር የንግድ ልውውጥ ማድረጋቸውን እና ግዛቱን ምድረ ታ-ኔትጄሩ (Land Ta-Netjeru) ማለትም “ምድረ አማልዕክት” እንደሚሉት እና “የመጀመሪያ አገራችን ነው” ይሉም እንደነበር የኢትዮጵያውያን ድንበር-መሬቶች (The Ethiopian Borderlands) በሚለው መጽሐፉ ዘርዘር አድርጎ ጽፏል። የቅርቡን ብንመለከት ደግሞ በተለይ ከ1813 ዓ. ም. ጀመሮ ግብጽ የኢትዮጵያ ባለቤትነቷን በጦርነት ለማረጋገጥ የዮሐንስን ኢትዮጵያ ከሱዳን ቀላቅላ ለመግዛት በአራት አቅጣጫዎች ወረራዎች ከፍታ ሳይሳካለት ወደ መጣችበት መመለሷን ተክለ ጻዲቅ መኩሪያ “ዐፄ ዮሐንስ እና የኢትዮጵያ አንድነት በሚለው መጽሐፉ በሰፊው ተርኳል። በኃይለስላሴ እና በደርግ ዘመንም ለኢትዮጵያ ተቃዋሚዎች የጦር መሳሪያ እና ስልጠና በማቀነባበር፣ ገንዘብ በመለገስ፣ በመካከለኛው ምስራቅ አረብ አገሮችን በማስተባበር፣ የአማርኛ ስርጭት ሬዲዮ በመክፈት ድጋፍ ማድረጓን እናውቃለን። ህውሃት ከተጠቃሚዎቹ ተቃዋሚዎች ውስጥ አንዱ ነው። በአባይ ጉዳይ ከጥንት ጀምሮ ግብጽ ከስጋት ነፃ የሆነ እንቅልፍ የለታም። ዛሬም ሆነ ወደፊት ግብጽ የሰላሙን መንገድ ትታ የጸበኛነቱን መንገድ ከመረጠች እንቅልፍ አይኖራትም። ይኽን የግብጽ ጭነቀት እና ስጋት ህውሃት ጠንቅቆ ያውቃል። ስለዚህ ግንቦት 20 ቀን ጸብ ጫረ። ላብራራ።
የጥናቱን ውጤት ተቀበለችውም አልተቀበለችው ስለ አባይ ጉዳይ በጥናት ላይ የተሰማራው ኤክስፐርቶች ቡድን ሪፖርት እየጠበቀች ሳለች ድንገት ግንቦት 20 ቀን 2005 ዓ. ም. ህውሃት የአባይ ወንዝ የፍሰት አቅጣጫ መቀየሩን ሰበር ዜና ተሰራጨ። የኢትዮጵያ ሽብርተኛው ኢ.ት.ቭ. አስተጋባ። ዜናው ግብጽ ደረሰ። ከጥንት ጀምሮ የአባይ ጉዳይ የዛፍ ላይ እንቅልፍ የሆነባት ግብጽ ተደናገጠች። አምባገነኑ ሞርሲ ከገበባት የውስጥ ችግር ለማምለጥ የህውሃትን ቁስቆሳ ተጠቀመ። አካራሪ የግብጽ ተቃዋሚ ፖለቲከኞችን ጋበዞ ‘እኔ ሳልሞት ግብጽ አትጠማም’ አለ። ያጀቡት አክራሪዎችም ‘ግፋ’፣ ‘በርታ’፣ ‘አይዞህ ከጎንህ ነን’ አሉት። ይኽ ምክክራቸው ዜና ሆኖ አደባባይ ወጣ። ህውሃት ሁካታውን ያልጫረ መስሎ ለኢትዮጵያ ህዝብ ግብጽ ልትወጋህ ነው የሚል ፕሮፖጋንዳ ጀመረ። የቀድሞ አባቶቻችን ድሎች ሳይቀሩ እየተጠቀሱ የቀረርቶ ድምጽ በአዲስ አበባ እየጎላ መጣ። አልባራዳይን የመሰሉት የግብጽ ዴሞክራሲ ኃይሎች የግብጽን መንግስት ወቀሱ። የኢትዮጵያ ዴሞክራሲ ኃይሎችም ቀረርቶው ገደብ ይበጅለት አሉ። የኢትዮ-ግብጽ የጦርነት ሁካታ አነሳሱ ይኽን ይመስል ነበር። ህውሃት የማያስፈልግ ጸብ ጭሯል።
ለመሆኑ ለምን የአባይ ወንዝ አቅጣጫ ግንቦት 20 ቀን ተቀየረ? ዜናውስ ለምን ግንቦት 20 ቀን አደባባይ ወጣ? ለዚኽ ጥያቄ አቶ በረከት ስሞዖን ሰኔ 7 ቀን ግድም 2005 የሰጠውን መግለጫ እንመልከት፥ የአባይ ወንዝ አቅጣጫ ግንቦት 20 ቀን የተቀየረው በአጋጣሚ እንጂ ህውሃት ሰልጣን ከጨበጠበት ቀን ጋር እንዲገጣጠም ሆን ተብሎ የተደረገ እንዳልሆነ ሊያስተባብል ሞክሯል። ይኽ የበረከት ስሞዖን ማስተባበያ በሽብርተኛው ኢ.ቲ.ቭ. እና በኢሳት ተዘግቧል። የአቶ በረከትን መቀላመድ ወደ ጎን አድርገን እውነቱን ሃቁን እንመልከት። የአባይ ወንዝ ፍሳሽ አቅጣጫ ግንቦት 20 ቀን እንዲቀየር ያስደረገው ህውሃት ነው። ዜናው ግብጽ እንዲደርስ ያደረገውም ህውሃት ነው። ግቡም ስልጣን ነው። ላብራራ! (1ኛ) የተለየ አሳቢ እና ከድኽነት ነፃ አውጪህ እኔ ህውሃት ነኝ የሚል መልዕክት ለኢትዮጵያ ህዝብ ለማስተላለፍ እንዲችል ሆን ብሎ የአባይ ፍሳሽ የተቀየረበትን ቀን ስልጣን ከጨበጠበት ግንቦት 20 ቀን ጋር አገጣጠመው። የዚኽ እርምጃ ፖለቲካዊ ግብ ህዝቡ እንዲያመልክበት እና ስልጣኑ እንዲጠናከር ነው። ግድብ መገንባት አይደለም ግቡ። በተጨማሪ (2ኛ) የአባይ ጉዳይ የዛፍ ላይ እንቅልፍ ለሆነባት ግብጽ የአባይ ፍሳሽ አቅጣጫ መቀየር ዜና የጦርነት ፖለቲካ ውስጥ እንደሚያስገባት ጠንቅቆ ስለሚያውቅ በምላሹ የኢትዮጵያን ህዝብ በአገር ወዳድነት ስሜት አሳውሮ በሚፈልገው የፖለቲካ አቅጣጫ ለማስጓዝ አስልቶ ነበር። የዚኽም ፖለቲካ ስሌት ግቡ የኢትዮጵያን ዴሞክራሲ ኃይሎች ለመምታት እና ስልጣኑን ለማጠናከር ነበር። በአገር ከሃዲነት እና በሽብርተኛነት ሽፋን። ይሁን እንጂ የኢትዮጵያ ዴሞክራሲ ኃይሎች ፈጥነው ስላጋለጡት የኢትዮጵያን ህዝብ በአባይ ስሜት አሳውሮ የዴሞክራሲ ኃይሉን ለመምታት የሚያስችለው ጊዜ ሳያገኝ ቀረ። ከሸፈበት።
ህውሃት ከግድቡ ይልቅ ስልጣኑ እንደሚበልጥበት ለአንዲት ደቂቃ እንኳን መዘንጋት አያስፈልግም። ወደፊትም ሌሎች ጸቦች ሊጭር እና ከዚያ ግብጽ ልትወጋን ነው ይልሃል። የዴሞክራሲ ኃይሎች የነፃነት ሰላማዊ ትግላቸውን አጠናክረው በመቀጠል እራሳቸውን ከህውሃት ማጭበርበር እና ጥቃት መጠበቅ አለባቸው።

The two ministers reiterated their commitment to strengthen their bilateral relations and coordinate their efforts to reach an understanding regarding all outstanding issues between both countries in a manner of trust and openness building on the positive developments of their relations. Both ministers underlined their desire to deepen their dialogue on a range of challenges that face the African continent in general and the Nile Basin region in particular.
With regard to the Grand Ethiopian Renaissance Dam, both ministers agreed, as per the Terms of Reference of the International Panel of Experts, to immediately initiate consultations among Egypt, Ethiopia and Sudan, on how to move forward with the implementation of its recommendations, including the recommended studies to be conducted. In this regard, the Minister of Foreign Affairs of Ethiopia welcomed the Egyptian initiative to begin consultations amongst the Water Resources and Foreign Ministers of the three countries, at the technical and political levels, to ensure the implementation of the above-mentioned recommendations.
The Egyptian Foreign Minister expressed Egypt’s concerns regarding the possible effects of the Grand Ethiopian Renaissance Dam on Egypt’s water use. The Ethiopian Foreign Minister, on his part, assured his Egyptian counterpart that the Grand Ethiopian Renaissance Dam, which will be used for power generation purposes, is being built in a way that addresses Egypt’s water security concerns. In such context, both Ministers agreed to take into account the developmental interests of Ethiopia as well as the water security concerns of downstream countries.
Both Ministers, in a spirit of brotherly relations and mutual understanding, agreed to embark on consultations at the technical and political levels, with the participation of the Republic of the Sudan, to implement in a speedy manner the International Panel of Experts’ recommendations. In this context, the Minister of Foreign Affairs of Ethiopia reiterated Ethiopia’s previous position, which is committed to a win-win approach as the basis for future cooperation.
At the end of their consultation, both sides agreed to exert the maximum effort to strengthen the bilateral relations between the Arab Republic of Egypt and the Federal Democratic Republic of Ethiopia. Both ministers stressed the need to continue the dialogue and communication with each other in order to follow up on the outcome of this meeting. In this context, the Minister of Foreign Affairs of Ethiopia accepted the invitation by the Minister of Foreign Affairs of Egypt to visit Cairo in the near future.
