What I saw on US TVs on Monday, September 29, 2014 is unbelievable but factual. I doubt that the world has ever experienced such barbaric act by an Embassy. It is the replica of the daily massacre being carried out in Ethiopia, now being shown to the World. It is Tigre modus operandiin Ambo and many places in Ethiopia. This is how Ethiopians are being treated daily by their government. The west would not admit it but this incident demonstrates graphically the daily butchery in a country closely nurtured by the West; a country where the rule of the jungle is the order of the day. It is exactly what Ethiopian asylum seekers are running away from; a fitting proof of the reasons for seeking asylum. The atrocities in Ethiopia, which the US government have been ignoring, is displayed in the US backyard, the capital city. As they say in the US, “ The chicken came home to roost”.
The Ethiopian embassy seems to be oblivious of the rule of diplomacy. They do not believe it applies to them. Being illiterate in diplomacy, they think, gives them the right to mow down US tax paying citizens just as they do in Ethiopia. Their apparent reason is that they are being harassed by the peaceful demonstrators outside the Embassy fence. A place where the right of speech is the right of the citizens. Is this possibly Ethiopia’s way of paying back some of US aid by teaching America how to protect its Embassies abroad? Is there any better place where Ethiopians can go and live in peace and freedom? If not here, then where?

14-year-old Aberash was walking home from school when a group of horsemen thundered across the plain and kidnapped her. They beat her up, forced her over the back of a horse and took her to a hut where she was raped by a 28-year-old farmer. Only afterwards did she realise that the man who had taken her virginity by force now considered himself to be her husband.
In Ethiopia’s Wild South, when a man wants a bride he goes out and kidnaps one. It’s common practice for him to keep her hidden, raping her repeatedly till she’s pregnant. Then he can approach her family and arrange the marriage contract. Marriage by abduction has been going on so long that no-one can remember how it all began.
When Aberash was abducted, her older sister was already married by abduction, ruining her chance to run for her country at the Olympic Games. Now she lives with her husband and four small children in a tiny hovel from which they are scraping a living selling home-brewed liquor.
After she was raped Aberash thought about her older sister and made her mind up. She managed to steal a gun and escape. When her “husband” gave chase she fired in warning. He ignored her. Fearing for her future, Aberash aimed, fired and killed. She was arrested and charged with murder.
Now she is on trial for her life.

In my September 7 commentary, DIFRET: The Abduction of a Film in Ethiopia, I expressed my outrage over the aborted Ethiopian premiere of the film DIFRET. That film, based on a “true story” of Aberash Bekele, tells the dramatic story of a teenage victim of the inhuman and barbaric practice of  “telefa” or “marriage by abduction/abduction of child brides” in certain parts of Ethiopia. The screening of that film in Addis Ababa on September 3 was halted seconds before it was scheduled to start. The director of  DIFRET, Zeresenay Berhane Mehari, took the stage and announced with consternation and dismay:
Distinguished guests, ambassadors, we were just told by the police that we have to stop this film because there is a court order on it. We have not been informed prior to this. The Ministry of Culture knows about this and the government knows about this. This is the first time we are hearing it. This is obviously an attack on us and I am really sorry for this to happen and I hope we’ll see you again…

A Note on Interpretations of the Scottish Referendum in Oromo Media

oromiascotlandAn interesting discussion is going on among Oromos about the relevance of the Scottish referendum of September 18, 2014 to the Oromo question. On one side there are those who say that the Scottish referendum has little relevance to the Oromo situation.  These point out great differences in the historical relations that the two nations have with the states from which they would separate. On the other side are those who argue that the referendum has relevance. While these paint exaggerated similarities between the Oromo and Scottish experiences under colonialism, they ultimately dismiss the Oromo struggle for independence and advice Oromo nationalists to work for democracy within Ethiopia.  They argue that Oromo nationalists should drop the “misconception that democracy is given,” that “an empire cannot be democratized” and that Oromo should struggle to “earn” democracy within Ethiopia (See Gelan in OPride, September 17, 2014). That position is an old one.  It is now used to direct Oromo nationalists to interpret the result of the Scottish referendum to mean that they drop their aspiration for an independent Oromo state. In this commentary, I point out that the Scottish referendum was not about achieving democracy (the UK is a democracy) but about the right the Scots have exercised to make their own choice.  I argue that the main lesson we can draw from the referendum is that a nation or a people have the right to build their own state irrespective of the nature of the historical relationship they have with the state from which they will separate. Before entering into the discussion of the lesson Oromo can draw from the Scottish referendum, let us first look at some of the main contexts within which political independence has been claimed by different peoples in the past and is also being claimed today.
There are at least three major conditions which under which a people would seek independence from a multinational state and form their own sovereign state. The first condition concerns a history of conquest, annexation and colonization of territories by states or empires. Thus, the European colonial conquest in Africa in the nineteenth-century, and in Asia, Latin America and the Caribbean before that, led to the creation of numerous new states in the aftermath of World War II. The indigenous populations, who lost their inalienable rights of self-government as the result of colonization, were empowered by an international convention underlined in the Declaration on Granting of Independence to Colonial Countries and Peoples (Resolution 1514 (XV), adopted by the UN General Assembly in December 1960. Many countries, which were European colonies in Africa, Asia, Latin America, the Caribbean and the Pacific Region, became sovereign states based on the UN declaration.
The second condition that justified the creation of a new state was prolonged conflict leading to massive violation of human rights involving a state and a nation, or an indigenous group with a specific homeland or territory. There is a tacit agreement among scholars, human rights activists and statesmen that the creation of new independent states is justified where such a situation obtains and when no solution is in sight. The creation of new states during the Balkan crisis of the 1990s, particularly those of Bosnia and Kosovo, East Timor’s independence from Indonesia in 2005 and the separation of South Sudan from Sudan in 2013 can be cited as the most recent examples here. Annexation is also involved in the case East Timor and South Sudan.
The third condition which leads to the creation of a new state occurs when and where the inhabitants of a sub-state or territory show the desire to secede from a state or an empire of which they have been a part for a long time. This has happened many times in the past and is still today in progress in a number of places around the world. Wherever this occurs, a history of conquest, annexation or a political union of some sort could be in the background. This, for example, was the case of the Ukrainians, the Georgians, and the peoples of the Baltic States as well as the remainder of the 18 states that have seceded from the Union of Soviet Socialist Republics (in effect from the Russian empire) since the 1990. However, the immediate impetus that stirred the desire for secession differed from case to case. Parts of the Ukraine were under Russian rule for over 300 years; its separation from Russia, after such a long period of co-existence, was motivated to a large extent by a call for sovereignty. National sovereignty and national identity were the two reasons given by the peoples of the Baltic States. The separation of former Czechoslovakia into the Czech Republic and Slovakia in 1993 occurred because the Slovak nationalists demanded their own sovereign state. Their desire to secede was not opposed by the Czechs.
Today, a number of nations around the world are aspiring to build their own independent states basing their claims on one or a combination of the conditions described above. To mention some of them, the Catalans are conducting a political struggle to secede from Spain of which Catalonia has been a part since 1714. They claim that the Catalan language has been suppressed and disadvantaged, independent Catalonia will fare better economically than in a union with Spain. The French-speaking Quebecois, who will secede from the rest of Canada, will also use the ballot box. They do not claim they are colonized or oppressed by the English speaking Canadians or the federal government in Ottawa, but say that their desire is to build an independent Quebecois state and run their own affairs. Scotland’s quest for an independent state, notwithstanding its three-century long union with England, is instigated by the desire to live under the umbrella of their own state. I don’t think that the recent “No” vote has put a stop to the desire. In my view, the majority of the Scots have decided to stay in the Union for now but not forever.
All of the three conditions described above involve some aspect of “human rights.” Basically, the concept of “right” has moral and legal connotations pertaining to rights that belong to all human. It deals with rights that are generalized as natural and worthy of human beings. The concept denotes, among other things, the right to maintain or develop one’s own identity as an individual or a collectivity. One does not need to ask permission to speak one’s language, practice one’s culture or live one’s life. Normally, one does not do that both as an individual and a people. These are natural rights that belong to all human beings. One does not need others’ permission to breathe the God-given air. Simply stated, a fundamental human right has that “God-given” quality. One does not need to ask for it from others; it is inalienable. One demands recognition and respect for it from others. One has the right to resist its violation by them. It is an inherent right every human being is endowed with in order to enjoy a life worthy of human beings. That is also why it is clearly stipulated and guaranteed by international conventions. That this right is inherent or natural does not mean it is readily exercisable or enjoyable.
It is worthwhile to stress here that a human right is “guaranteed” by international conventions does not mean it is instantly attainable whenever people want to have it. Some form of struggle has to be waged to achieve it. As the late Nelson Mandela has sagaciously reminded us, there is no easy road to freedom. That includes any nation or people who seek political sovereignty. The means used to achieve it is decided by the politics of the concerned state: in democratic states the means used is political and peaceful. It is usually concluded by a referendum.
In dictatorships like Ethiopia, the road to freedom has been made violent by the nature of the state’s resistance to assertion of rights. This is a regrettable reality, but such a road must be traversed to achieve human dignity and respect worthy of a nation. Speaking about means Fredrick Douglass, a hero I always love to quote on the subject of freedom said, in a speech he gave on slavery in 1857, that “Power concedes nothing without demand. It never did and it never will. Find out just what people submit to, and you have found out the exact amount of injustice and wrong which will be imposed on them; and these will continue till they are resisted with either words or blows, or with both.” The Scots used words to exercise their rights. The Scottish right to independence is fully recognized by the government and non-Scottish people of the United Kingdom. That recognition has saved England and Scotland from conflict that could have caused them great tragedy. The Oromo are being denied not only acknowledgment that it is appropriate to exercise their rights, but they are being brutally persecuted when they bring attention to the violation of God-given rights in peaceful protests.
Other observers have pointed to there great differences between Oromia’s relation to Ethiopia and Scotland’s relation to UK. The differences are historical. Scotland signed the Union Act with England voluntarily in 1707 and they formed a single parliament for both nations. Oromia is a colony kept by brutal force in a “prison house of nations” as some political philosophers have put it. The Oromo question is one of survival. The present Tigrayan regime introduced a very harsh version of imperial colonial rule using unprecedented violence, particularly against the Oromo nation. As those who follow the politics of the state know, the TPLF leaders have introduced concentration camps and used them as sites for collective punishment. Torture, rape and castration, extra-judicial killings and “disappearances” have been new forms of violent brutality used against individuals by the TPLF-led regime. The late Sigfried Pausewang, who was not known for his support of the idea of an independent Oromo state, but rather for his outspoken criticism of violation of human rights by Abyssinian ruling elites, wrote what the majority of the Oromo have reason to feel in Ethiopia today. He argued that they are not only politically marginalized, controlled and dominated by a ruling party from another ethnicity, but are the single group that is most exposed to control and repression. He went on saying that, “Oromia is the region with most political prisoners, and most human rights violations, torture in prison, and even disappearances”, and that the federal structure introduced in 1991 “has not been able to soothe the trauma the Oromo suffered after a century of Amhara domination, dispossession and relegation to the status of landless serfs or tenants, and suppression of their language and culture” (see Pausewang, Exploring New Political Alternatives for the Oromo in Ethiopia”, CHR. Michelsen Insitute, 2009). That being the case, the objective of the ongoing Oromo struggle is to reclaim those rights and establish an independent state.  The right to political self-determination refers to the right to be what the “self” wants to be. To want to form an independent state or go into a federation with others peoples or states is up to the collective “self” to determine.
As is reflected in the contribution made by some of the commentators on Oromo websites (see for example Nageessa O. Duubee, Gadaa.com, September 21, 2014) there is a wish that the present Ethiopian regime will learn lessons from the Scottish referendum and would allow the Oromo to decide their political future through referendum. In the first place, I do not think that the regime will take such a step voluntarily. It has to be forced even to contemplate such an idea. But let us say it allows referendum to take place in Oromia. Will the Oromo majority say “No” to independence? I have strong doubts about that. My guess is that, given the chance, the vast majority of the Oromo will say “Yes” to independence and “No” to staying under the umbrella of the Ethiopian state. If we read the writing on the wall carefully, the Oromo have already said, “Enough is enough.”
But, say I am wrong and the “No” to independence vote wins and the dream of pro-Ethiopia Oromo politicians is fulfilled. Will that bring democracy to Ethiopia? I do not think so. Occupying Menelik’s palace (as some pro-Ethiopia Oromo politicians insist) in coalition with Abyssinian political elites will not turn the latter into democrats overnight. We all know that the concept of democracy is alien to them.
In conclusion, what the Scottish referendum shows is that the idea of an independent Oromo state is not “out-of-date,” as one may think. The referendum demonstrated that it is the inalienable right of people anywhere in the world to claim independence from a state of which they constitute a part. Furthermore, when it is normal and acceptable that the Scots, who have lived in a voluntary and democratic union with the English for 307 years, could without any problem vote to leave the union, it is scandalous to argue against Oromo independence from a state that has treated them with horrendous cruelty for 130 years.

ወያኔ የጥቂት ባለሃብቶችን እና የታማኝ ካድሬዎችን ጥቅም ብቻ ለማስከበር ብሎም የስልጣን ላይ ቆይታቸውን ለማርዘም የዋሁን እና ምስኪኑን የኦሮሞ ገበሬ ያለምንም ተተኪ ቦታ እና ያለምንም የካሳ ክፍያ ከመሬቱ ላይ እያፈናቀሉ ለረሃብ እና ለስደት እንዲሁም ኩሩው የኦሮሞ ህዝብ በታሪኩ አይቶት ለማያውቀው ለልመናና ለተለያዩ ችግሮች እየዳረጉት ይገኛሉ። በኦሮሞነታቸው በሚያነሱት የነፃነት ጥያቄ በወያኔ እስር ቤት በግፍ የታጎሩ የኦሮሞ ልጆች ቁጥራቸው እጅግ ከፍተኛ ነው – በብዙ ሺዎች እንደሚቆጠር ይታወቃል። በየቦታው ባሉ የወያኔ እስር ቤቶች ዋናው የመግባቢያ ቋንቋ ኦሮሚኛ እስከ መሆን የደረሰበት ሁኔታ እንዳለ ብዙ ጥናት ያደረጉ የአለማቀፍ የሰብአዊ መብት ተሟጋች ድርጅቶች አመላክተዋል። የአንድ ብሄር ዝርያዎች ብቻ በስልጣን ላይ መቀመጥና መግዛት የሌሎች ብሄሮች በህይወትና በሞት መሃል ተገዝቶ መኖር የኦሮሞ ህዝቦች ደግሞ እያጣጣሩ እንኴን እንዳይኖሩ በሚደረግበትና የወያኔ የእስር ቤት ቋንቌ ኦሮምኛ በሆነበት በዚህ ወቅት ዲሞክራሲያዊ አስተዳደር አለን ብለው በውሸት ህዝብንና አለምን ለማታለል መሞከር ገዢው ወያኔ በፍፁም ዲሞክራሲን በስም እንጂ በተግባር የማያውቅ መሆኑን ለተመለከተው ሰው ሁሉ ግልፅ ነው። በየትኛው ዲሞክራሲ በሰፈነበት አገር ነው አንድ መንግስት ራሴን እችላለሁ፤ አስተዳድራለሁ፤ በቅኝ ግዛት መተዳደር በቃኝ ያለን ህዝብ እኔ አውቅልሃለው በማለት በግፍ የሚገዛው። በፍጹም! ይህ አምባገነናዊ የቀኝ ግዛት የወያኔ መንግስት ለኦሮሞ ህዝብ ያለውን ንቀት ያሳያል።
በርግጥ የኦሮሞ ህዝብ ባለፉት የኢትዮጵያ አምባገነን ነገስታት ጭምር ያለማቋረጠ እጅግ አስከፊ ጭቆናና የመብት ረገጣ እንዲሁም የተለያዩ ኢ-ዲሞክራሳዊ የመብት ጥሰቶች እየተፈጸሙበት ተጉዞ ዛሬ ላይ ደርሷል። ባለፉት ረጅም ዘመናት በፈጣሪ የተሰጠን ስልጣን ነው እያሉ የኦሮሞ ልጆችን በግፍ እንደ በግ ሲያርዱ፣ ሲያስሩ፣ ሲገርፉና ከሰው በታች እንደ ቆሻሻ ተመልክተው ከእግዚአብሔር የተሰጠውን ማንነታችንን ሲያንቌሽሹ በነበሩት ሰው በላ አፄዎች ተገዝተናል። ያ ሁሉ በሚሊዮኖች በሚቆጠሩ የኦሮሞ ልጆች ላይ ያደረሱት የዘር ማጥፋት ወንጀል ጭራሽ እንደ ፅድቅና ቅድስና ተቆጥሮላቸው የአረመኔዎቹ ነገስታት ሙት አመት ሲከበር እያየን እንዳልሰማንና እንዳላየን በዝምታ እኛ ኦሮሞች መመልከታችን ሁሌም የሚከነክነኝ ጉዳይ ነው። ይባስ ብሎ የብዙ ሺ የኦሮሞ ልጆችን ደም ሲያፈስ የነበረው የወያኔው ክፉ መሪ ሟቹ መለስ ዜናዊ ዛሬም እንደ ቀደምት ነገስታቶች ሁሉ ትልቅ ጀብዱ እንደሰራ ታላቅ መሪ ነበር ተብሎ ሲወደስ ሳይ ኢትዮጵያውያን ነን የሚሉት ቀኝ ገዥዎቻችን ክፉነታቸው ገደብ እንደሌለው ያሳየኛል። ይሄንን ሁሉ ግፍ ከኦሮሞ ህዝብ የዋህነት ጋር ሳነፃፅረው በጣም ያሳዝነኛል። ወገኖቼ ልናውቀው እና በጥሞና ልናስተውለው የሚገባን ጉዳይ ግን የዋህነታችን አልጠቀመንም በጣም ጐድቶናል፣ እጅግም በድሎናል።
ጨካኙ የወያኔ መንግስት በኛ በኦሮሞች ዘንድ እያደረሰ ያለውን ግድያ፤ እስርና ማሰደድ አጠናክሮ ቀጥሏል። በቅርቡ እንኳ በፊንፊኔ አጎራባች የኦሮሚያ ከተሞች ላይ የሚኖሩ የኦሮሞ ተወላጆችን ለማፈናቀል በማሰብ አዲስ ማስተር ፕላን ነደፍኩኝ በማለት ለማታለል ያደረገውን ሙከራን የተቃወሙ የኦሮሞ ወጣቶችና ተማሪዎች ስለምን ተቃወማችሁኝ በሚል ትዕቢት ተወጥሮ ወገኖቻችንን በጥይት አስደብድቦ አሰገደለ። በአምቦ፤ ወለጋ፤ መዳዎላቡና ሃሮማያ ኦሮሞዎች በየመንገዱ በወያኔ ፖሊሶች ሲገደሉ ተመልክተናል፤ የሟቾቹን ስም ለማጉደፍም ከኦነግ ጋር በመያያዝ እንዲሁም የተለያዩ ተቀጽላ ስሞችን እየሰጠ ሊደርስበት ከሚችለው የዘር ማጥፋት ውንጀል ለመሸሽ ሲውተረተር አይተናል። ግን ይህ ሁሉ ሲሆን ታዲያ የኛ የኦሮሞዎች ዝምታ ለምንድን ይሆን? ያደረግናቸው የተቃውሞ እንቅስቃሴዎችስ ከደረሰብን በደል ጋር ተመጣጣኝ ናቸውን? ወገኖቻችን በአደባባይ ሲገደሉ እያየን ምንስ እየሰራን እንዳለ በፍጹም ሊገባኝ አልቻለም።
አምባገነኑ የወያኔ ስርአት ርህራሄ ከሌለው እስራቱም አልፎ የኦሮሞን ልጆች እያደነ ይገኛል፡፡ ወያኔ ካድሬዎቹን ተጠቅሞ በኦሮሞ ህዝብ ላይ የሚያደርገውን ኢሰብአዊ ድርጊት ኦሮሞዎች ተሰደው በሚኖሩበት የጎረቤት አገሮች ጭምር ደርሷል፡፡ የኦሮሞ ወጣቶችን ከጎረቤት አገሮች አሳፍኖ በመውሰድ የኦነግ አባል ወይም ደጋፊዎች ናችሁ እያለ የሚፈፅመውን ግድያ እና እስራትም እጅግ ከፍቷል፡፡ በወጣቶች ላይ የወያኔ መንግስት የግድያ ማስጠንቀቂያ ከመስጠት ጀምሮ አስከፊ ድርጊቱን በእስር ቤት እየፈፀመባቸው ይገኛል፡፡ ስለዚህ የወያኔ መንግስት እየፈፀመ ያለውን ግድያ፣ እስራት፣ ከትምህርት ገበታ ማፈናቀል እና ኢፍትሀዊ ውሳኔውን ለመጋፈጥና ነፃነቱን ለማወጅ የኦሮሞ ህዝብ በጋራ መነሳት ያለበት ጊዜ አሁን ነው፡፡ የወያኔ መንግስት ከመቼውም ጊዜ የከፋ ጫና በኦሮሞ ወጣቶች ላይ እያደረሰ መሆኑ ለኦሮሞ ህዝብ ነፃነት መጎናፀፊያው ወቅት እየቀረበ መሆኑን የሚያሳይ በመሆኑ የኦሮሞ ህዝብ ከመቼውም ጊዜ በተሻለ ሁኔታ እጅ ለእጅ ተያይዞ መብቱን መጠየቅ አለበት፡፡
በመጨረሻም ያለምንም ወገናዊ እና ሰብአዊ ስሜት ህዝባችንን እየገደለ፤ እያሰረና እያሰደደ እንዲሁም ታሪካችንን፤ ባህላዊ እሴታችንን እና ሃይማኖታችንን ጭምር ጥላሸት እየቀባ፤ የተፈጥሮ ሃብታችንን በመመዝበር ለግል ጥቅም እያዋለ ያለውን አምባገነኑን የወያኔ መንግስት ማስወገድ የምንችለው እራሳችንን አደራጅተን በቆራጥነት ተነስተን በጋራ እርምጃዎችን መውሰድ ስንጀምር ነው። ስለዚህ እኛ ኦሮሞዎች ዛሬ ነገ ሳንል በጋራ እጅ ለእጅ ተያይዘን ወያኔ እስከ አፍንጫው የታጠቀውን ትጥቅ በማስፈታት ህዝባችንን እየደረሰበት ካለው የመከራ ህይዎት ልንታደገውና ነፃነቱን ልናጎናፅፈው ይገባል። ፍርሃት በቃ ብለን ልንነሳ የሚገባበት ሰአት አሁን ነው። ከፍርሃት ቆፈን የተላቀቀ ህዝብ ደግሞ መሳሪያ ሳይገታው እራሱን በማደራጀት ነፃነቱን ለማወጅ ጊዜ አይወስድበትም። ወገኔ የኦሮሞ ህዝብ ሆይ ህዝባችን ከታሠረበት የመከራ ሰንሠለት በጣጥሰን ለማውጣት ያሉንን አማራጮች ሁሉ አሟጠን መጠቀም እንዳለብንም መዘንጋት የለበትም። በተለይ ጠላታችን የሆነውን የወያኔ መንግስ ከኦሮሞ ነጻነት ግንባር /ኦነግ/ ጐን በመሰለፍ በትጥቅ ትግል ገርስሶ ለመጣል መነሳት ይኖርበታል ስልም ወገናዊ ምክሬን በዚህ አጋጣሚ ማስተላለፍ እሻለሁ! በኦሮሞ ሕዝብ እና መሬት ላይ ጥገኛ ሆኖ የኖረውን አምባገነኑን የወያኔ መንግስት ገርስሰን ህዝባችንን እና መሬታችንን ነጻ የሚወጣበት ጊዜ ቅርብ ነው!

September 27, 2014 (Aljazeera) — The president of Spain’s Catalonia region has signed a decree calling an independence referendum on November 9, a vote the central government has vowed to block, saying it would violate the constitution.

The decree, signed by Artur Mas on Saturday, comes as the long-standing pro-independence movement in the north-eastern region continues to gather momentum in the face of recent years of economic hardship.
Spain’s Prime Minister Mariano Rajoy has called a special cabinet meeting on Monday to formalise his government’s legal challenge to the vote in the constitutional court.
The announcement comes a week after Scotland voted against breaking away from Britain in a referendum that some in Catalonia say inspired them to seek a similar poll.
Pro-independence sentiment in the economically strong region, where the Catalan language is spoken side-by-side with Spanish, has surged in recent years, fuelled by a sense that the region deserves better fiscal and political treatment from Madrid.
Mas signed the decree in a solemn ceremony in the regional government headquarters in Barcelona, flanked by most of the region’s political leaders who support the vote.
“Like all the nations of the world, Catalonia has the right to decide its political future,” said Mas.
Hundreds of pro-independence supporters gathered in the square in front of the Catalan government building, with many wearing or waving pro-independence flags and chanting “independence”.
The crowd cheered when an electronic clock counting down the days until the referendum was set in motion on the side of a building overlooking the square.

የእሬቻ ክብረ በዓል እና ብሔራዊ አንድምታው

irreechaHolandየእሬቻ በዓል በኦሮሞ ሕዝብ ከሚከበሩ በዓላት ቀዳሚውን ሥፍራ የሚይዝ በዓል ነው። በዓሉ የሚከበረው  የክረምት ወቅት አልቆ የፀደይ ወቅት የሚጀምርበት ጊዜ ነው።  የዝናብ ፣ የጎረፍ እና የጨለማን ወቅት አሻግሮ ለፀደዩ ብርሃን ላዳረሰ አምላክ ምስጋና በማቅረብ ማለት ነው። በአሁኑ ጊዜ የእሬቻ በዓል  በኦሮሚያ/ኢትዮጵያም ሆነ በአፍሪካ አህጉር በቀል ሆኖ በብዙ ሚሊዮኖች የሚከበር በህዝብ ቁጥር ተወዳዳር የለለው በዓል ነው ። ይህ ማለት የእሬቻ በዓል ለኦሮሞም ብቻ ሣይሆን ለመላ ጥቁር አፍሪቃውያን ታላቅ በዓል ነው ማለት ይቻላል።
ለመሆኑ የእሬቻ በዓል እንዴት ተጀመረ? በምርቃት የሚከፍቱት እነማናቸው? የእሬቻ ጊዜ እንዴት ይወሰናል? የእሬቻ በዓል ሃይማኖታዊ  ነው ወይስ በህላዊ? ለኦሮሞ ህዝብ ብሄራዊ አንድነት ያለው  አንድምታ ምንድነው? የሚሉ ጥያቄዎችን በዚህ አጭር ጽሑፍ  ለመመለስ እሞክራለሁ።
የእሬቻ በዓል ታሪካዊ አመጣጥ
የእሬቻ በዓል እንዴት እንደ ተጀመረ የሚገልፅ ጥልቅ ጥናት የለም። አከባበሩም ከቦታ ቦታ ውሱን ልዩነቶች ይኖሩታል።  የኦሮሞ ህዝብ ለረጅም አመታት ታሪካዊ እና ባህላዊ ክንዋኔዎቹን በህዝባዊ ትውስታ መልክ ከትውልድ ወደ ትውልድ ሲያስተላለፍ ስለነበረ፤ ሰፊና ጥልቅ ጥናት ቢደረግ ታሪካዊ አመጣጡን  በተሻለ ሊያስረዳ የሚችል በቂ መረጃ ሊገኝ  እንደሚችል ምንም ጥርጥር የለም። ለጊዜው በቱለማ ኦሮሞ አፈ ታሪክ ላይ ተንተርሼ  የተወስነ ፊንጭ የሚሰጡ ነገሮችን ለማሳየት እሞክራለው።  
irreechaHoland9በቱለማ ኦሮሞ ትውፊት እንደሚነገረው የእሬቻ  በዓል የተጀመረው  የገዳን ሥርዓት ለማደስ  ከ226 ገዳዎች ወይም ከ 1800 አመታት በፊት ከመደ-ወላቡ ተነስቶ በመጣው  ናቤ ነው። በቱለማ ትውፊት መሠረት  ናቤ ስሪያ አንስታ ያመለጥች ግደሩን ተከትሎ ለዘጠኝ ወራት ከተጎዘ በኋላ  በሆራ ሐረሰዲ ያገኛታል። ጊደሩን ሲያገኛት ልትወልድ የደረሰች በመሆኑ፣ “ኦዳ ነቤ ስትደርስ  ለመወለድ ውሃ ፈሰሳት” ይላል የቱለማ ኦሮሞ ትውፊት።
በመቀጠልም  ጨፌ ደንጏራ በሚባለው ቦታ ወለደች። ጨፌ ቱማ የሚባለው ቦታ ደግሞ “የእንግዴ ልጁዋ ወጣ” ይላል ቱውፊቱ። ናቤም የተወለደው ኮርማ እስኪያደግ ድረስ ጠብቆ ይዞ ወደ መጣበት  መደ ወላቡ ለመመለስ አስቦ ነበረ። ይሁን እንጂ፣ ኮርማው የረር ተራራ ላይ በመውጣት  እምቢ ይለዋል። ከዚያ በሁዋላ ወደ መደ ወላቡ በመመለስ የተቀሩ  ወገኖቹን ይዞ ይመለሳል።” ይላል አፈታሪኩ።  በዚህ የተነሳ በቱለማ ኦሮሞ ምርቃት ዉስጥ “የረር ኮርማ” የሚለው ሃረግ ምንጊዜም አይቀርም።  ናቤ የቱለማን ገዳ ባዲስ መልክ እንዳዋቀርና በአከባቢው የተለያዩ ቦታዎች ሲዘዋወር እንደነበረ ይነገራል። በአካባቢው በቆየበት ጊዜ እሱ የተዘዋወረባቸው ቦታዎች፣ የተሸገራቸው መልካዎች፣ ያረፈባቸው ጥላዎች እና የወጣባቸው ተራራዎች ከሞላ ጎደል በቱለማ ምርቃት ውስጥ ይንፀባረቃሉ። ስለዚህ የቱለማ ሰዎች እነዛን እሱ የተሻገራቸውን መልካዎች ሲሻገሩ፣ ጥላዎች ሲያልፉ ወይም ተራራዎችን ሲወጡ እሬቻ ያደረጋሉ።
የቱለማ ኦሮሞ የገዳ ጉባዔ በኦዳ ናቤ ሲያካሂዱም፣ ወደ ጨፌ የሚጓዙ የቱለማ ሃዩ (አንጋፋ)  እና አባ ፋጂም የሚሄዱበት መንገድ ናቤ በአካባቢው በቆየበት ጊዜ ተጉዞባቸዋል ተብለው በሚታመኑ መንገዶች እንጂ ዝም ብለው ከቤት ተነስተው ባገኙት መንገድ አይጓዙም።
እነዚህ በአብዛኛው በቱለማ ኦሮሞ ምርቃት የሚንፀባረቁ ቦታዎች ከሞላ ጎደል የሚከተሉት ናቸው። ሆራ ሃረሰዲ፣ ኦዳ ናቤ፣ ጨፌ ዶንጏራ፣ ጨፌ ቱማ፣ ሆራ ፊንፊኔ፣ ዸካ ዐራራ ፣ ብርብረሣ ፎቃ፣ የረር ኮርማ፣ ቱሉ ጩቋላ እና መልካ አዋስን መጥቀስ ይቻላል። እሬቻ ማለት ጥሬ ትርጉሙ ለተከበረ ወይም ለተቀደሰ ነገር የሚከፈል ዋጋ ማለት ነው። ለምሳሌ የባህል መድሃኒት ለሚሰጡ ሰዎች ወይም ልጆችን ለማሰመረቅ (ammachiisaa) ቃሉ ጋር ሲወሰዱ፣ ገንዝብ ወይ ሳር ይሰጣል። ያ እሬቻ  ይባላል። “እሬቻ” የሚለው ቃል ቀጥተኛ ትርጉሙ “ዋጋ” ማለት ነው። ሳር ደግሞ እርጥበቱ ህይወትን የሚያሳይ በኦሮሞ ባህል ከፍተኛ ክብር የሚሰጠው ነገር ነው። በዚህ የተነሣ የክረምትን ጨለማ በሰላም አሻግሮ ወደ ፀደይ ወቅት ላደረሰ አምላክ በምስጋና መልክ የሚቀርብ ስጦታ ነው። እሬቻ የምስጋና ቀን ነው የሚባለው ለዚህ ነው።
የእሬቻ ምርቃት እና ዜማዎች፡
ኦሮሞች ለእሬቻ ወደ መልካ  በሚጓዙበት ጊዜ የሚያዜሙት “ማሬ-ሆ”(Maree Hoo)  ይባላል። መሬ-ሆ ወደ መልካ ስኬድ ሁል ጊዜ የሚዜም  ዜማ ነው። መልካ ማለት አንድን ወንዝ በቀላሉ ልሻገሩ የሚችሉበት ቦታ ማለት ነው።ወንዝን ከጥልቀቱ ወይም በውስጡ በሚገኙ አደገኛ እንስሣት የተነሣ በሁሉ ቦታ መሻገር፣ ውሃ መቅዳት፣ መጠጣት፣  ወይም ከብቶችን ማጠጣት አይቻልም። እነዚህን ሁሉ ማድረግ የሚቻልበት አደገኛ ያልሆነ የወንዝ ወይም የሐይቅ ቦታ መልካ ይባላል። መልካዎች የየራሣቸው ስሞች አላቸው።
irreechaHoland2የእሬቻን ምርቃት በተመለከተ ከላይ ለመግለፅ እንደሞከርኩት፣ ከአካባቢ ወደ አካባቢ መጠነኛ ልዩነት ይኖረዋል። በዚህ ጽሁፍ በቱለማ ኦሮሞ የምርቃት ሥረዓት ምን እንደሚመሥል ለማሳየት እሞክራለው። መልካው አጠገብ  ሰው እንደ ተሰበሰበ የአካባቢው የዕድሜ ባለፀጋ ታላቅ የሆነ ሰው ለምርቃት ይጋብዛል። በቱለማ ኦሮሞ ታላቅነት በሶስት መመዘኛ ይወሰናል። አንደኛው እና ታላቅ የሚባለው በወቅቱ ሥልጣን ላይ ያለው ገዳ አባል የሆነ ሰው እንደ ታላቅ ይወሰዳል። ለምሳሌ በአሁኑ ወቅት ሥልጣን ላይ ያለው የቱለማ ገዳ ቤልበያ/ሆረታ ይባላል። አንዳንድ ሰዎች ሜልባ  ይሉታል። ቤልባያ/ሆረታ አለ? ተብሎ ሲጠየቅ፣ ካለ አቤት ይላል፤ ከለሌ ደግሞ የለም አይሉም ገልማ ነው ያለው(Galma Jira) ይላሉ። ገልማ የተቀደሰ ቦታ ማለት ነው። ቀጥለው ደግሞ ከሶስቱ የቱለማ ልጆች (ዳጪ፣ በቾ እና ጂሌ) ውስጥ ታላቅ የሆነው ዳጪ አለ? ተብሎ ይጠየቃል። ከለ ወደ ምቀጥለው ይከዳል። ካለሌ ደግሞ ገልማ ነው ያለው ተብሎ ይታለፋል። ቀጥሎም፣ ከዳጪ ሶስት ልጆች (ገላን፣ኦቦ እና ሶዶ) ታላቅ የሆንው፣ ገላን አለ? ተብሎ  ይጠየቃል ካለ ወደ  6ቱ የገላን ልጆች( ጂዳ፣ ሊባን፣ አደዓ፣ ጋዱላ፣ኣቡ እና ወረጃርሣ) ይሄዳሉ፤ገላን ከለሌ ግን ኦቦ አለ ተብሎ ቀጥሎ ወደ አለው ንዑስ ጎሣ ይከዳል። ከዚያም፣ ከስድስቱ ገላን ውስጥ ጅዳ አለ ተብሎ ይጠየቃል፤ ጅዳ ካለ አምስት ልጆች ስለ አሉት ኩራ አለ የምል  ይቀጥላል በ ዚህ መልክ እስከ መጨረሻው ከሄዱ በኃላ፤ በዛ ቦታ የሚገኝ ታላቅ ይለያል። ከአንድ በላይ ሰዎች የአንድ ገዳ አባሎች እና የአንድ ንዑስ ጎሣ ተወላጆች ከተገኙ በዕድሜ ታላቅ የሆነ ሰው መድረኩን ወሰዶ ምርቃቱን ይቀጥላል። እዛ የተገኘው ሰው በጣም ልጅ ከሆነ “ሆፎሊ” (Hoffal) ብሎ በዕድሜ ታላቁ ለሆነ ሰው ማሰተላለፍ ይችላል። የተቀበለውም ሽማግሌ ህዝቡን  “ Na Hoffalchaa” ብሎ እንደገና ፍቃድ በመጠየቅ ምርቃቱን ይቀጥላል።
የእሬቻ በዓል ጊዜ አወሳስን
የበዓሉ ጊዜ የሚወሰነው የአሁኑ አይነት የቀን አቆጣጠር ከመምጣቱ በፊት አያንቱ(ayyaantuu) በሚባሉ በህላዊ ኮከብ ቆጣሪዎች (አስትሮኖመሮች) ነው። በኦሮሞ ባህል ከጥንት ዘመናት ጀምሮ የጨረቃንና የከዋክብትን እንቅስቃሴ በማቀናጀት የአመታትንና የወቅቶችን ለውጥ መወሰን እጅግ በጣም የቆዬ ባህል መሆኑ በጥናትም ጭምር የተረጋገጠ ሃቅ ነው። ታዋቂው የአንትርፖሎጅ እና የገዳ ሥርዓት ተመራማሪ ፕሮፈሰር አስመሮም ለገሰ  የአሜሪካን የህዋ ምርምር ሳይንቲስቶችን በመጨመር እንዳረጋገጡት  የኦሮሞ ህዝብ የብዙ ሺህ አመታት የኮከብ ቆጠራ(Dhahaa) ወይም አስትሮኖሚ ባህል ነበረው። በዚሁ መሰረት አያንቱዎች የኮኮቦችን እንቅስቃሴ በመከተል የእሬቻን ትክክለኛ ቀን ይወስናሎ።
irreechaHoland3እንደሚታወቀው መስከረም 21  ፀሓይ የምድር ወገብ ላይ የምትሆንበት ወይም በእንግሊዝኛው equinox  የሚባለው ጊዜ ነው። ይህ ቀን ቀንና ለልት በትክክል እኩል የምሆንበት ጊዜ ነው። በተጨማርም ይህ ጊዜ በትክክል  ወቅት አስትሮኖሚካሊ  የሚቀየርበት እና አዲስ የፀደይ ወራት የሚጀምርበት ጊዜ ነው። በአሁኑ ጊዜ በአካባቢው የኦርቶዶክስ ሃይማኖት እና የጁላያን ካሌንደር ከመምጣቱ ጋር ተያይዞ በህላዊው እና በይዘቱ በጣም ሣይንሣዊ የሆነው የኦሮሞ የቀን አቆጣጠር በመዳከሙ፣ ጊዜው ከመሰከረም 19 እስከ 24  ባለው   እሁድ ላይ ይከበራል። የወቅት ለውጥ ሲደረግ በስፋት ከሚደረገው የሆራ ሃርሰዲ  እሬቻ በፊት የሚከበሩ ሌሎች በዓሎች አሉ። እንደ ደመራ(Ibsaa Oromo) ማብራት፣ ደመራ በበራ በንጋታው ሌሊት ከብቶችን ከዛ በፊት ግጠው ወደ ማያውቁበት ከሎ ወስዶ ማስጋጥ ወይም የዋሬ(Waaree)  በዓል፣ ከነጋ በኃላ ደመራ በበራበት ቦታ የቤተሰብ እሬቻ ማድረግ፣ ቡና አፍልቶ አዲስ የደረሰ የበቆሎ እሼት፣ የአተርና ባቄላ መብላት የመሳሰሉትን ይጨምራል። ማታም ለመጀመሪያ ጊዜ የወለዱ ላሞች ወተታቸው ተራቅሞ ግማሹ ቅቤ ተደረጎ ቅንጬ በመስራት እና ወተቱን መጠጣት የኦኮሌ ስርዓት(sirna Okolee)  የሚባል ሥርዓት ይጨምራል።  ጊዜው ከመስቀል በዓል ጋር ከመቀራረቡ ጋር ተያይዞ አንዳንድ ሰዎች የክርስትና ሃይማኖት ቅጥያ አድርገው ያዩታል። ይህ አይነት ግንዛቤ ፍፁም ስህተት ነው። የክርስትና ሃይማኖት ከመጣ በኃላ ጊዜው አንድ ላይ እንዲገጣጠም ስለ ተደረገ ሁኔታው ብዥታ ለመፈጠር ችሎዋል። እንደዚህ አይነቱ  ብዥታ በኦሮሞ ብቻ ሣይሆን  በአውሮፓም ጭምር ገጥሞዋል። አሁን እንደ ክርስትያን የምናቃቸው የእስተር፣ የክርስማስ እና የአዲስ አመት በዓላት ሌላ ይዘት የነበራቸው ቅድመ ክርስትያን የሮማውያን  ሀገር በቀል በዓላት ነበሩ።  ይሁን እንጅ በ380 አ/ም  የክርስትና ሃይማኖት መንግስታዊ የሮማውያን ሃይማኖት ከመሆኑ ጋር ተያይዞ ቅድመ ክርሥትያኖችን ባህሎችና በዓሎች ከክርስትና ሃይማኖት በዓሎች ጋር ተደባልቀዋል፣በክርስትና ተተክዋል ወይ ወደ ክርስትና ተቀይረዋል። በኦሮሞ  ዘንድም የገጠመው ተመሣሣይ ሁኔታ ነው። ይህንን ለማረጋገጥ የመሰቀል በዓል በሚከበርበት ጊዜ የሚፈፀሙ ሥርዓቶች እና የሚዘፈኑ ባህላዊ የኦሮምኛ ዘፈኖችን ማየት ይቻላል። ምንም አይነት  ክርስተያናዊ ይዘት የላቸውም።
የእሬቻ በዓል ህል  ነው ወይስ ሃይማኖት?
የእሬቻ በዓል ሃይማኖት ወይስ ባህል ነው የሚለው ጥያቄ ተደጋግሞ የሚነሣ ጥያቄ ነው። በርግጥ በሃይማኖት እና ባህል መካከል ያለው ድንበር በጣም ቀጭን ነው። በዓለም ላይ ያሉ ብዙ በዓሎች በአንድ ወቅት ሃይማኖታዊ መስረት ነበራቸው። የፈረንጆቹን አዲስ አመት ብንወሰድ ቅደመ ክርስትያን እና ድህረ ክርስትያን ሃይማኖታዊ ይዘት ነበረው። ይሁን እንጂ በአሁኑ ወቅት፣ ክርስትያኖች፣ሙስሎሞች፣ ይሁዳውያን፣ ሂንዱዎች፣ ቡድስቶች፣ኮንፍሸውያንና የጃፓኖቹ ሽንቶዎች እንደራሳቸው በዓል ወሰደው በባህላዊው መልክ የፈረንጆቹን አዲስ አመት በድምቀት ያከብራሉ።
irreechaHoland4በተመሣሣይ መልኩ በአብዛኛው  የእስልምና ሃይማኖትን የሚከተሉ ኢራኖች ሃይማኖታዊ መሠረት የነበረውን እና አሁንም የጥንታውያን ፋርሲዎች ወይም አራያኆች  ሃይማኖት የሆነውን  የዞራስተራያውኖችን አዲስ አመት ናውሩዝን(Nawruz) በፍተኛ ድምቀት ያከብራሉ። ናውሩዝ ለፉርሲ ሺዓ ሙስሊሞች፣ ለአረብ ሱኒ ሙስሊሞች፣ ለአርማይክውያን ፣ አሲርያንና ለከላዳውያንን ክርስትያኖች፣ ለሚዝረሃ ሃይሁዶች፣ለአሪያን ዞራስተሮች፣ ለየዘዲ ኩርዶች እንዲሁም ለአዛሪ እና ባሉቺ ሙስሊሞች የሁሉም ኢራናውያን የጋራ አዲስ አመት እና በህላዊ በዓል በመሆን በጋራ በድምቀት ይከበራል። የሚገርመው ይህ በዓል የሚከበረው ከእሬቻ  ስድስት ወራት በሁዋላ ጸሃይ እንደገና በምድር ወገብ ላይ በምትሆንበት ጊዜ March 21 ነው። የእሬቻ በዓል የሚከበረው የደቡባዊው ንፍቀ ክበብ ተገባዶ የፀደይ ወራት በሚጀምሩበት ጊዜ ስሆን የፋርስው ናውሩዝ ደግሞ የሰመናዊው ንፍቀ ክበብ አልቆ የፀደይ ወራት ስገቡ ነው።
በተመሣሣይ መልኩ የኦሮሞ ህዝብ የደረሰበትን ረጅም የባህል ወራራ ተቋቁሞ፤  ከተረፉለት ባህሎች፣ የእሬቻ በዓል ከፍተኛ ስፍራ የሚይዝ ነው። ስለዚህ ኦሮሞዎች ምንም ዓይነት ሃይማኖት ቢከተሉ የእሬቻ በዓል ሁሉንም ኦሮሞዎች የሚያስተሳስር ባህላዊ እሴታቸው ነው። በአሁኑ ጊዜ በየአመቱ ቢያንስ ከሁለት እሰከ ሶስት ሚሊዮን ኦሮሞዎች ወደ ቢሾፍቱ በመሄድ በኦሮሞ ብሔራዊ የእሬቻ ክብረ በዓል ላይ ይሣተፉሉ። ይህ ማለት ከአጠቃላዩ የኦሮሞ ህዝብ 10%  የሚሆነው  ህዝብ በአካል እና በቀጥታ   ይገናኛል ማለት ነው። በየአመቱ ከአጠቃላዩ ህዝብ አስር ፐርሰንቱ መገናኘት ማለት ለኦሮሞ ህዝብ ብሔራዊ ትሥሥር እና እድገት ከፍተኛ አሰተዋጾ አለው። ከዚህም በተጨማሪ ይህን መጣጥፍ ስጀምር እንደገለፅኩት የእሬቻ በዓል በብዙ ህዝብ የሚከበር ብቸኛ አህጉር በቀል የሆነ በዓል ነው። ይህ ደግሞ ወደፊት የቱሪስት  መስህብ በመሆን የኦሮሞ ህዝብን ለዓለም ህዝብ የበለጠ ለማስተዋወቅ ያግዛል። በዚህ ላይ በሀገር ውስጥ እና ውጭ ሀገራት ውስጥ የሚኖሩ የኦሮሞ ሙሁራንና አክቲቭስቶች በዓሉ በዩኔስኮ አለም አቀፍ ቅርስነት እንዲመዘገብ ጥረት እንዲያደርጉ ለማስታወስ እፈልጋለው።

Systemic human rights concerns demand action by both Ethiopia and the Human Rights Council
Human Rights Council adopts Universal Periodic Review outcome on Ethiopia
With elections coming up in May 2015, urgent and concrete steps are needed to reduce violations of civil and political rights in Ethiopia.� Considering the scale of violations associated with general elections in 2005 and 2010, Amnesty International is deeply concerned that Ethiopia has rejected more than 20 key recommendations on freedom of expression and association relevant to the free participation in the elections and the monitoring and reporting on these. These include in particular recommendations to amend the Anti-Terrorism Proclamation, which continues to be used to silence critical voices and stifle dissent, and recommendations to remove severe restrictions on NGO funding in the Charities and Societies Proclamation.� The independent journalists and bloggers arrested just days before Ethiopia’s review by the UPR Working Group in May 2014 have since been charged with terrorism offences. Four opposition party members were arrested in July on terror accusations, and, in August, the publishers of five magazines and one newspaper were reported to be facing similar charges.
While Amnesty International welcomes Ethiopia’s statement of ‘zero tolerance’ for torture and cruel, inhuman or degrading treatment, and its commitment to adopt preventative measures,� it is concerned by its rejection of recommendations to investigate and prosecute all alleged cases of torture and other ill-treatment and to ratify the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.� The organization continues to receive frequent reports of the use of torture and other ill-treatment against perceived dissenters, political opposition party supporters, and suspected supporters of armed insurgent groups, including in the Oromia region. Amnesty International urges Ethiopia to demonstrate its commitment to strengthening cooperation with the Special Procedures by inviting the Special Rapporteur on Torture to visit the country.� Unfettered access by independent monitors to all places of detention is essential to reduce the risk of torture.
Ethiopia’s refusal to ratify the Convention for the Protection of All Persons from Enforced Disappearance is also deeply concerning in light of regular reports of individuals being held incommunicado in arbitrary detention without charge or trial and without their families being informed of their detention – often amounting to enforced disappearances.�
Ethiopia’s UPR has highlighted the scale of serious human rights concerns in the country. Amnesty International urges the Human Rights Council to ensure more sustained attention to the situation in Ethiopia beyond this review.

The UN Human Rights Council adopted the outcome of the Universal Periodic Review of Ethiopia on 19 September 2014 during its 27th session. Prior to the adoption of the review outcome, Amnesty International delivered the oral statement above.

The 2015 OSA Midyear Conference to Be Held in Munich, Germany (March 28-29)

We are delighted to announce that the 2015 Midyear Conference of the Oromo Studies Association will be held at Ludwig Maximilian University in Munich, Germany on March 28-29. This is the first time that OSA will hold a conference in Europe. The theme of the conference will be “Historical and Contemporary Relations between Europe and the Oromo.” The conference will also highlight the remarkable contributions that Dr. Paul Baxter and his students have made to the growth of Oromo studies.
We will explore the complex, contradictory and mutual interactions among European individuals and states, and the Oromo. European travelers, missionaries and scholars have shaped the way the world looks at the Oromo, often sympathetically. Yet a number of European states provided the weapons that enabled Abyssinian kings to conquer the Oromo nation militarily. Today, through ‘developmental’ intervention, European states continue to have a significant impact on Oromo affairs.
Also, Oromo have also played a proactive role in establishing European connections. From mid-19th century, when a collaborative Oromo dictionary and book about a freed Oromo slave opened the German mind to the size, resources and rich cultural heritage of the Oromo population, up to the present, when many Oromo take refuge from persecutions in Ethiopia, Oromos have made Europe a home away from home and have established strong socio-political ties. This conference aims to explore, shed light and deepen understanding of the historic links and contemporary relationship between Europe and Oromo.
Munich is Germany’s third largest city and is currently home to a vibrant Oromo community. It’s also conveniently located for those who will travel overseas and other European cities. OSA is pleased that they have enthusiastically agreed to host this conference and to help with logistics. We invite all those interested to come join us. National Gadaa Assembly of Oromia, progress in action

When the Oromo nationalism became root bound and began to deteriorate, few Oromians decided to transplant it. Carefully, they designed the Gadaa system from its scattered existence and put it into larger chart and named it KAAWOO GADAA or National Gadaa Assembly of Oromia. . The goal was to bring all abbaa Gadaas from across Oromia and let them elect one leader at Oromia level following the attached objective.  Please go to www.ona1.org and see Kaawoo Gadaa from archive.
Knowing that the Gadaa system will flourish slowly as it distributed it’s roots, the group watched and waited. Mean time, those who saw this idea still struggling left the group and went on with their personal lives. Others expressed frustration and blamed everyone involved. In Kenya, the Oromo refugees were bribed not to attend the Kaawoo Gadaa conference by an organization that suppose to fight for the unity and for the freedom of Oromo people. The majority who now echoes the Gadaa system use to criticize everything that KAAWOO GADAA group has tried, even declared that the Gadaa system is dead and it belongs in the history museum.
While the KAAWOO GADAA team continued holding it’s conference in Washington DC and Sweden in years 2005 and 2006, the envious among us used their brain covered with layers of envy tried very hard to make thing so difficult to change so that they can feel better. Luckily, their envy only blocked them from growing mentally and kept them from having pure motives. As their brain clogged by envy created a sense of “us vs. them” mentality, and made them feel negative toward others, KAAWOO GADAA continued to grow to what it is today.
After all that, these very men chant the Gadaa system slogan as they scratched their low self-worth brain, still not noticing that they suffer from inferiority complex syndrome while the confident relaxed with inner peace of excellence and hard work that made the impossible, possible. Yet still, the envious have a hard time to admit their mistakes and live with an emotional pain.
Nonetheless, the KAAWOO GADAA team shook off all the criticisms and continued to work hard until the idea they have planted sprouted it’s root system. As planned, today the abba Gadaas of Oromia came together and elected the national abba Gadaa. Sure enough, if the determined few didn’t push their idea of forming the National Gadaa Assembly of Oromia so vigorously, the Gadaa system would have never taken a new life and grew to what it is today. Looking back into few years, we can only ask; how many of us have tried to set our Oromo roots into the soil of Oromummaa? How many of us acted stranger to our own root system and defied anyone who tried to return to our own root?
The truth is, the negative efforts of those who acted stranger to their own root hindered our progress. That’s why change has been very hard and rough for us.
Regardless of what the envious have done in the past, KAAWOO GADAA is born out of the hard work of those who demanded less praise and more confidence. Now, their efforts have changed a rocky, weed-filled of inferiority into a beautiful garden of Oromummaa, those who failed earlier believing that it is impossible to harvest Oromummaa from the rocky field of inferiority covered with localism and religiosity appear to be the proponents of the Gadaa system.
These individuals may be able to nurture and develop the Gadaa system in the future, of course if they can see that nothing is so unchanging, so inevitable as change itself. The truth is, the things we see, touch, and feel are always changing. Relationships between friends, husband and wife, father and son, brother and sister are all dynamic, changing relationships. Yes, opportunist people know what change is but they see change as a constant that should benefit them personally. Should these inferior men believed in oneself, they would have separated their personal advantage from societal advantage.
Opportunist individuals feel that they will live forever. That’s why change is their enemy. They fight and resist change before they even discover what the actual effects of change will be. Instead of asking how change and development are linked, they fight everyone who oppose to their utopian world view where they think will live forever. Mean time, those who wanted to rebuild their shattered identity came together and repaired the leaks these opportunists made in the roof of Oromummaa.
A Chinese proverb says, “Great souls have wills; feeble souls have only wishes.” Unless we have the will to improve, all the other steps to change will be wasted. This is what separates the winners from the losers.

A Criminal State: The Blacklisting of the Oromo Liberation Struggle for Freedom and Democracy

The New World Summit of Stateless State was held from September 19-21 at Royal Flemish Theatre (KVS) in Brussels, Belgium. Twenty stateless political organisations have been participated on this summit. The Summit was divided in to five sessions. These are: Oppressive shigut4State, Progressive state, Global state, New States and Stateless State. Dr. Shigut Geleta has presented on the Oromo issues on the first session and his paper addressed how successive Ethiopian regimes orchestrated the notion of self-determination and attempted to blackmail genuine Oromo Liberation struggle.

A Criminal State: The Blacklisting of the Oromo Liberation Struggle for Freedom and Democracy

The Oromo Liberation Front (OLF) is a political and militant organization that fights for the self-determination of the Oromo people against Ethiopian rule. As a result of the struggle that began after the Ethiopian colonization of Oromia in the late 19th century, the OLF was formed as a secular, military organization that ousted Emperor Haile Selassie during the Marxist-Leninist revolution in 1974. The OLF has also fought the subsequent Derg military regime (1974-1991) in coalition with other military nationalist organizations, such as the Ogaden National Liberation Front (ONLF), the Eritrean People’s Liberation Front (EPLF) and the Tigrayan People’s Liberation Front (TPLF). When the thirty-year civil war finally led to the toppling of the Derg regime in 1991 and the independence of Eritrea, the OLF participated in the mainly TPLF’s dominated Transitional Government of Ethiopia. As the TPLF consolidated its grip on power and continued to negate the political autonomy of the Oromo, the OLF left the Transitional Government in June 1992, which leads to a violent backlash against the Oromo population. Currently, despite being a democracy in theory, both the military regime as well as the political and economical sphere is dominated by the Tigrayan minority. As a consequence, other oppressed ethnicities such as the Ogaden and the Oromo continue their military and political struggle for self-determination. Following Ethiopia’s adoption of the restrictive Anti-Terrorism Proclamation in 2009, the OLF was blacklisted as a terrorist organization along with the ONLF and the Ginbot 7 movement, which lead to large-scale arrests and prosecution of prominent members of these groups, including parliament members and candidates.
This lecture addressed the manner in which blacklisting a political movement as ‘terrorist’ functions as an ideological cover-up of the enforced administrative construct of the Ethiopian state. Apart from the Oromo, who represent the largest ethnic group in the country, many other peoples struggle for independence from the contested state. At what level can we argue that the state of Ethiopia even exists, when its main legitimacy seems to be based on its capacity to suppress the very political majorities that constitute it? The blacklisting of a people’s history thus becomes a way of evading confrontation with the criminal dimensions of the state itself.

Jawar Mohammed: Self-Rule Emerged as the Undisputed Choice of Time

Yesterday (September 18, 2014) was a great day for Scotland, the UK and democracy. 97% of all eligible voters were registered; 85% of them voted. For first time, 16- and 17-years old youth was allowed to vote. The result was indicative of the truly democratic nature of the referendum: free, fair and competitive. 55/45 is a very competitive result, but also shows a clear winner, leaving no room for doubt.
Given a choice between the amicable divorce and the renewal of vows, Scotland chose the later, but with the condition that new contract has to be signed. Scotland remains in the UK, but the UK will not remain the same. More devolution of power is unavoidable. The UK is likely to become a fully federal country (‘ethnic’ federalism that is). Opinion polls show that, even those who voted NO on independence overwhelmingly support further devolution of power. This is not just the demand of the Scottish people, but also the rest of the country: Wales, North Ireland, and even England. Self-rule has emerged as the undisputed choice of the time, as admitted even by Prime Minister David Cameron – who said “Scotland voted for a stronger Scottish Parliament.”
There is a great lesson to be taken by those who want to keep a given country united in the face of demand for independence by a certain part of the country. Instead of trying to suppress such demands, let people debate and vote on it (i.e. hold a referendum). Present your case for either of the choices passionately and strategically. What David Cameron said in his victory statement is worth quoting at length.
“Let us first remember why we had this debate – and why it was right to do so. The Scottish National Party was elected in 2011 in Scotland and promised a referendum on independence. We could have blocked that; we could have put it off – but just as with other issues, it was right to take – not duck – the big decision. I am a passionate believer in our United Kingdom – I wanted more than anything for our United Kingdom to stay together. But I am also a democrat. And it was right that we respected the SNP’s majority in Holyrood and gave the Scottish people the right to have their say. Let us also remember why it was right to ask the definitive question, Yes or No. Because now the debate has been settled for a generation – or as Alex Salmond has said, perhaps for a lifetime. So there can be no disputes, no re-runs – we have heard the settled will of the Scottish people.”
Cameron was criticized for endangering the country by agreeing to the referendum, but he is now vindicated. The Union is much secure today. Had he tried to block the referendum, the nationalist demand and support for it would have grown eventually forcing referendum, and ultimately independence as people would be voting in protest. The Spanish government seem to be choosing that other alternative on the Catalan issue. It is a big mistake. They are delaying the inevitable, and by delaying the unionist side loses while the pro-independence gains momentum.
Remember, nationalists’ demand for the right to national self-determination is not about declaring independence. It is about that nation having and exercising the right to determine its fate – free of external bullying. And most members of a nation are more interested in securing that right and privilege of the right to national self-determination than the eventual outcome (independence or no). Hence, when unionists try to block or suppress the demand for referendum, they alienate a group that is way bigger than those who actually want independence.

ባለፈው ሳምንት Essence of the Scottish Referendum in the Eyes of an Oromo Nationalist በሚል ርእስ በእንግሊዝኛ ባቃረብኩት መጣጥፍ ላይ የዩኬዋን ስኮትላንድና የኢትዮጵያዋን ኦሮምያ የፖለቲካ ህይወት ለማነጻጸር ሞክሬ ነበር። ስኮትላንድ ከ300 ኣመት በፊት በ1707 Act of Union በተባለው ውል መሰረት ከብሪታኒያ ጋር ኣንድነት መመስረታቸውን፣ በኣንጻሩ ኦሮምያ ግን ከኣንድ ክፍለ ዘመን በፊት በኣቢሲኒያዊያን ወራሪ ሰራዊት በሃይል ወደ ሃበሾች ግዛት መቀላቀሏን ጠቅሼ ነበር። ከዚህም በተጨማሪ ስኮትላንድ ለ300 ኣመታት የእንግሊዝ ኣካል ሆና ስትቆይ የራሷ የህግ ስርኣት፣ የራሷ ቤተክርስቲያን፣ የራሷ የትምህርት ስርኣት እና የራሷ የሆነ ገንዘብ የማሳተም መብት እንዳላት፣ በኣንጻሩ ግን ኦሮምያ መሰል መብቶች ከቶ የራቁዋት መሆኑን ለማገናዘብ ሞክሬያለሁ።
እነሆ ስኮትላንድ የራሷን እድል በራሷ ወስና ሁሉም ወገን ውጤቱን በፀጋ ተቀብሏል። የዴሞክራሲ ውቤቱ፣ ጉልበቱና ብስለቱም በዚህ የሪፈረንደም ሂደት በገሃድ ታይቷል። እኛን ጨምሮ የሶስተኛው ኣለም ኣገሮች ከዚህ የስኮትላንድ ሪፈረንደም ብዙ ይማራሉ ተብሎ ይጠበቃል። መብት ኣፋኞቹም ሆነ መብት ጠያቂዎች ከሎንዶንና ከኤድንበርግ ብዙ ልምድ ቢቀስሙ ጠቃሚ ይሆናል። መብት ኣፋኞች ከዴቪድ ካሜሩን ኣስተዳደር፣ መብት ጠያቂዎች ደግሞ ከኣሌክስ ሳይሞንድ ፓርቲ ብዙ የሚማሩት ቁምነገሮች ኣሉ። የመብት ጠያቂ ህዝብን ኣንገብጋቢ የፖለቲካ ጥያቄ ሳያናንቁ በሰላማዊ መንገድ ህዝቡን በማወያየት በሃይል ወይም በማስፈራራት ሳይሆን በማግባባትና በፍቅር ወደ ኣንድነት መስበክ የኣለማችን ጨቁዋኝ ስርኣቶች ከዌስት ሚንስቴር ኣስተዳደር መቅሰም የሚገባቸው ገንቢ ልምድ ይሆናል። እንደ ኣገር ነጻ ሆነው ለመቆም ያላቸውን ፍላጎት ያለምንም ነውጥ ወይም ሁከት በህዝብ ድምጽ ብቻ ተመርተው ኣብላጫ ወንበር በመያዝ የፓርቲያቸውን ፍላጎት ኣንሸራሽረው በህጋዊ መንገድ የራስን እድል በራስ የመወስን መብታቸውን መጠየቅ፣ ለዚህም ህዝባቸውን በሚገባ ማንቃትና ማደራጀት ደግሞ ታጋይ ድርጅቶች ከስኮትላንድ ብሄራዊ ፓርቲ (SNP) የሚቀስሙት ልምድ ይሆናል። ይህም እውን ሊሆን የሚችለው ዴሞክራሲ ያለምንም ኣምባገነናዊ ተፅእኖ በሚገባ ሲሰርፅ ብቻ ነው።
እነሆ የስኮትላንድ ሪፈረንደም ውጤት SNP እንደተመኘው ሳይሆን ቀርቶ ከዌስትሚኒስቴር መንግስት ጋር መቀጠል ሆኗል። ይህ ማለት ደግሞ ለኣፍቃሬ-ነጻነት ስኮቶችና ለመሪ ድርጅታቸው ለSNP ሽንፈት ሊባል ኣይችልም። ትልቁ ኣላማቸው ሪፈረንደሙን ማካሄድ ነበር። እናም በስኬት ኣካህደዋል። ውጤቱ ደግሞ የህዝባቸውን ፍላጎት ያንጸባረቀ ነውና ያከብሩታል። ኣብዛኛው ህዝባቸው ነጻ መንግስት ኣያስፈልገንም በእንሊዝ ኣካልነት መቀጠልን እንፈልጋለን ካለ ያንን ሊያስቀሩት እንደማይችሉ ያውቃሉ። ቢገነጠሉም ነጻነት ነበር። ባለመገንጠላቸውም ከነጻ ሃገርነት የማይተናነስ የተጨማሪ ዲቮሉሽን እድል ተጠቃሚ ሆነዋል። በዚህ ሪፈረንደም ስኮቶች የተጎናጸፉት ትልቁ ድል በሪፈረንደሙ ውጤት መሰረት ለዌስትሚንስቴር መንግስት ጠንካራ መልእክት ማስተላለፋቸው ነው። በመጠነኛ ቁጥር ተበልጦ የተሸነፈው የነጻነት ደጋፊ ህዝብ ብሄርተኝነት በጠባይ ካልተያዘ በቀር ነገም በታላቁዋ ብሪታንያ ኣንድነት ላይ ስጋት ማስከተሉ ኣይቀሬ መሆኑን የሪፈረንደሙ ውጤት ጠቁሞ ኣልፏል። እናም ውጤቱ ግራም ሆነ ቀኝ ያው ድል ነው። ከምንም በላይ ሪፈረንደሙ በስኬት ተፈጽሞ የህዝቡ ውሳኔ ተረጋግጧልና።
በኢትዮጵያ ፖለቲካ ውስጥ ኣንድ ለቆመለት ህዝብ የራስን እድል በራስ የመወሰን መብት የሚታገል ድርጅት ኣብላጫ ወንበር ኣግኝቶ የክልሉን መንግስት ቢቆጣጠርና የሪፈረንደም መብት ቢጠይቅ ጦርነት ነው የሚነሳው። ገና ሲጀመር እንዲህ ኣይነት ኣቅምና በህዝቡ መሃል ተሰሚነት ያለው ድርጅት በህጋዊ መንገድ ተንቀሳቅሶ የ SNP ኣይነት ሚና እንዲጫወት ኣይፈቀድለትም። በሰበብ ኣስባቡ ይጠለፍና ከጨዋታ ውጭ ይሆናል። ሰላማዊ መንገድ ይዘጋበትና ተገድዶ ብረት እንዲያነሳ ይደረጋል። ብረት ሲያነሳ ደግሞ ‘እሸባሪ’ እየተባለ ድራማ ይቀነባበርበትና በጭራቅነት ተፈርጆ በህዝቡ መሃል የመንቀሳቀስ መብቱ ጨርሶ ይዘጋበታል።
የስኮትላንድን ሪፈረንደም ሂደት ስንቃኝ እንዲህ ያለው የዴሞክራሲ እድገትና ስልጣኔ በኣገራችን ገቢራዊ ይሆናል ተብሎ በቅርብ ጊዜ ውስጥ ኣይጠበቅም። ለዚህ በርካታ ምክንያቶችን መጥቀስ ቢቻልም ኣንኩዋር ኣንክዋሮቹን ብቻ እናያለን። ኣንዱና የመጀመሪያው ምክንያት በሁለቱ ማለትም በእንግሊዝና በኢትዮጵያ መንግስታት ታሪካዊ ኣመሰራረትና ኣደረጃጀት መካከል የሚታየው የገዘፈ ልዩነት ነው። ስኮትላንድ ከእንግሊዝ ጋር የተሳሰረችው በስላማዊ ውል እንጂ ኣንደ ኢትዮጵያዋ ኦሮምያ በጦርነት ወረራ ተንበርክካ ኣልነበረም። ሁለተኛውና ኣሁንም ትልቁ ምክንያት እንግሊዝ በኣለም ኣቀፍ ደረጃ ያላት የበላይነትና የስልጣኔ ምጥቀት የስኮትላንዶች ልብ በእንግሊዝ ኣካልነታቸው ኣንገታቸውን እንዳይደፉ ሲያስችል ኢትዮጵያ በኣለም ላይ በሁሉም ዘርፍ ያላት ኣስቀያሚ የጭራነት ስፍራ በኢትዮጵያዊነት መጠራትን የሚያስጸይፍ ነው።
ሶስተኛውና እጅግ ትልቁን ምክንያት ኣንጥቀስ። ስኮትላንድ በእንግሊዝ ህግ መሰረት ከጊዜ ወደ ጊዜ ሲሻሻልላቸው በቆየው Devolution በተባለውና የማእከላዊውን መንግስት ስልጣን ወደ ክልላቸው የማውረድ መብት ከሞላ ጎደል የረኩ ሲሆን በኣንጻሩ ግን ኢትዮጵያ ውስጥ ለዘመናት የዘለቀው የማእከላዊ መንግስት ፈላጭ ቆራጭነት እንደ ኦሮምያ ያሉትን ግዙፍና ከፍተኛ ኢኮኖሚ ያላቸውን ክልሎች ተስፋ የሚያስቆርጥ ነው። ምንም እንኩዋን ዩኬ ኣለም ላይ እንደ ኣንድ ኣገር የምትታይ ቢሆንም በውስጧ የያዘቻቸው ኢንግላንድ፣ ስኮትላንድ፣ ዌልስ እና ሰሜን ኣየርላንድ በብዙ ኣስተዳደራዊና ኢኮኖሚያዊ ጉዳዮች ራስገዝ ኣገሮች ናቸው። ኣሁን በኢትዮጵያ ተዘርግቷል በሚባለው የፌደራል ስርኣት መሰረት ‘ክልሎች ራሳቸውን በራሳቸው ያስተዳደራሉ’ ተብሏል። ነገር ግን ከቁዋንቁዋና ባህላዊ መብቶች ባለፈ እጅግ ወሳኝ የሆኑት የፖለቲካና የኢኮኖሚ መብቶች በብረት ሃይል እንደታፈኑ ናቸው። ይህ ደግሞ ከስኮትላንድ በበለጠ የኦሮሞና የሌሎች መስል ህዝቦች ልብ እንደ ኣገር ነጻ የመውጣትና ሙሉ መብታቸውን የመጎናጸፍ ፍላጎት በእጅጉ እንዲያድርባቸው የሚያደርግ ነው።
የስኮትላንድን ሪፈረንደም ውጤት በመመልከት ሰሜነኞቹ የኢትዮጵያ ፖለቲከኞች ራሳቸውን በሎንዶን መንግስት ተርታ መድበው በነጻነት መብት ጠያቂ ህዝቦች ላይ ሊሳለቁ ይችሉ ይሆናል። ነገር ግን እነዚህ ወገኖች መረዳት የነበረባቸው ሃቅ ኣለ። ስኮትላንድን ከመገንጠል ያዳነው የዳበረ ዲቮሉሽን መብት ነው። ስኮትላንዶች ቢገነጠሉም ባይገነጠሉም ሪፈረንደም በማካሄዳቸው ኣሸናፊዎች ናቸው። የእንግሊዝ መንግስትም ቢሆን ሪፈረንደሙን በጸጋ ተቀብሎ በሰለጠነ መልኩ በህገ መንግስቱ መሰረት የስኮት ህዝብ ፍላጎቱን እንዲወስን እድል በመስጠቱ ኣሸናፊ ነው። እናም በእንሊዙ የስኮትላንድ ሪፈረንደም ኣሸናፊና ተሸናፊ የሚባል ወገን የለም። እኔ የኦሮሞ ህዝብ ሪፈረንደም ተፈቅዶለት የራሱን እድል በራሱ ወስኖ ከኢትዮጵያ ጋር መኖርን ከመረጠ ለኔም ሆነ ለኦሮሞ ህዝብ ትልቅ ድል ኣርጌ ነው የማየው። ድሉ ለኦሮሞ ህዝብ ብቻ ሳይሆን ስልጣን ላይ ሆኖ ያን እድል ለኦሮሞ ለሚፈቅደው የፖለቲካ ሃይል ጭምርም ነው ብዬ ኣምናለሁ። ዋናው ነገር የህዝቡ ውሳኔ መለየቱ ነውና።
ሌላው እነዚህ ተሳላቂ ወገኖች መገንዝብ ያለባቸው ትልቁ ሃቅ እንግሊዝና ኢትዮጵያ ከቶ የማይገናኙ የተለያዩ ኣለም ኣገሮች መሆናቸውን ነው። ኦሮምያና ስኮትላንድም እንዲሁ። ስኮትላንዶች ሪፈረንደሙ ቀንቶኣቸው የራሳቸውን ኣገር ቢመሰርቱም ባይመሰርቱም በኦሮምያ ላይ የሚያሳድረው ተጽእኖ እምብዛም ኣይታየኝም። ስኮትላንዶች ነጻ ኣገር ባለመመስረታቸው የኦሮሞ ህዝብ ፍትሃዊ የመብት ጥያቄ ከጀመረው ጉዞ ኣይደናቀፍም። ስኮትላንዶች ነጻ ኣገር ቢመስርቱም ለኦሮሞ ህዝብ ትግል ማበረታቻ የሚፈጠር ተኣምር ከባህር ማዶ ኣይታየኝም። ለኦሮሞና ለሌሎችም ነጻነት ጠያቂ ህዝቦች ትልቁ ድል ራሱ ሪፈረንደሙ መካሄዱ ነው። ዛሬም እነሆ የራስን እድል በራስ የመወሰን መብት ትልቅ የፖለቲካ ችግር መፍቻ መሳሪያ ሆኖ እያገለገለ መሆኑ በኣለም መድረክ ላይ እየተረጋገጠ መሆኑ ነው ትልቁ ድል። ኣንዳንዶች እንደሚሳለቁት የራስን እድል በራስ የመወሰን መብት ጥያቄ ‘ከሶሻሊዝም ጋር ያረጀ ያፈጀ የስታሊን ፍልስፍና’ ሳይሆን ሊበራል ዴሞክራሲዎችም እየተገበሩት የሚገኝ ድንበርና ዘመን የማይገድበው በተባበሩት መንግስታት ቻርተር ውስጥም ግልፅ እውቅና የተሰጠው የፖለቲካ ችግር መፍቻ ቁልፍ መሆኑ ነው።
ተሳላቂዎችን ኣንድ ተጨማሪ ነገር ማስታወስ እሻለሁ። ገና ሲጀመር ኦሮምያ በህዝብ ብዛቷና በኢኮኖሚ ኣቅሟ የምትፎካከረው ከኢንግላንድ ጋር እንጂ ከስኮትላንድ ጋር ኣይደለም። በታላቁዋ ብሪታኒያ ውስጥ ከፍተኛ የህዝብ ብዛት፣ የቆዳ ስፋትና የኢኮኖሚ ኣቅም ባለቤት የሆነችው ኢንግላንድ እንደመሆኗ ሁሉ ኢትዮጵያ ውስጥም በህዝብ ብዛት፣ በቆዳ ስፋትና በኢኮኖሚ ኣቅም የመጀመሪያውን ደረጃ የያዘችው ኦሮምያ ነች። ኦሮምያና ኢንግላንድን የማያመሳስል ነገር ቢኖር ኢንግላንድ ከጥንት ጀምሮ የኢምፓየሮች ኣውራ ስትሆን ኦሮምያ ግን የኢምፓየሮች ወረራ ሰለባ መሆኗ ነው። በተጨማሪም ኢንግላንድ ዛሬም የብሪታንያ የስልጣን ኣውራ ከመሆን ኣልፋ ኣለም ኣቀፍ ጫና የማሳረፍ ኣቅም ያላት ገናናና ሃያል ግዛት ስትሆን ኦሮምያ ግን ምንም እንኩዋ ሃያል የመሆን እምቅ ኣቅም ያላት ቢሆንም ዛሬ መብቷ ተረግጦ እንደ ኣናሳ ወገን ተንቃና ኮስማና መስላ የምትታይ መሆኗ ነው።
እንዲህ ስል መሳለቅ ከሚዳዳቸው ወገኖች ኣንድ ጥያቄ ይወረወር ይሆናል። ኦሮምያ በህዝብ ብዛቷ፣ በቆዳ ስፋቷና በኢኮኖሚ ብልጽግናዋ የበላይ ከሆነች ታድያ ብዙሃን እንዴት ከኣናሳ ይገነጠላል የሚል። መልሱ ቀላል ነው። የኦሮሞ ህዝብ ጥያቄ የመገንጠል ጥያቄ ኣይደለም። ‘መገንጠል’ የሚለው ቃል በርግጥ ለኣናሳዎች እንጂ እንደ ኦሮሞ ላሉት ብዙሃኖች ኣይሰራም። የስኮትላንዶችን መሄድ መገንጠል ልንለው እንችላለን። ምክንያቱም እነሱ ትተው የሚሄዱት ኣካል ከነሱ የገዘፈ ነውና። ኦሮምያ ነጻ ብትወጣ ግን ኦሮምያን በሃይል ይዞት የነበረው ኣካል ከሷ ያነሰ በመሆኑ ኦሮምያን ‘ተገነጠለች’ ማለት የቁዋንቁዋ ኣላዋቂነትን ያመላክታል። የኦሮሞ ህዝብ ጥያቄ ትክክለኛ ትርጉም የራስን እድል በራስ የመወሰን ጥያቄ ነው። ሪፈረንደም ተካህዶ ከኢትዮጵያ ጋር የመኖር ወይም ያለመኖር ምርጫን የማስተካከል ጉዳይ ነው። ምክንያቱም ኦሮምያ ኣሁን ‘ኢትዮጵያ’ ከተባለችው የ130 ኣመት ኣድሜ ካላት ኢምፓየር ስር የተጠቃለለችው በህዝብ ውክልና በኢፋ ውል ተፈራርማ ኣልነበረም። በስምምነት ሳይሆን በጠመንጃ ሃይል የተመስረተ ኣገዛዝ ደግሞ ፈርሶ እንደ ኣዲስ በሰለጠነ መልኩ ውል በመዋዋል ኣብሮ የመቀጠል ወይም የመለያየት እድል መወሰን የግድ ይሆናል።
ለዚህ ስኬት ትልቁ ቁልፍ ምንድነው? የኦሮሞ ተወላጆች ባሉበት ሁሉ በሳል የፖለቲካ ንቃት መጎናጸፍ ኣንዱ ቁልፍ ጉዳይ ነው። በዚህ ረገድ ኣሁን ያለው ሁኔታ ኣጅግ ተስፋ ሰጭ ነው። ህዝባችን በፖለቲካ ጥያቄው ላይ የሚያዋጣውን ስልት ጠንቅቆ መረዳት ይገባዋል። በኢትዮጵያ ገዢዎችና በኦሮሞ ህዝብ መሃል ያለውን የእገዛሃለሁ ኣልገዛም የታሪክ ህይወት ለማጥናት የገድ የታሪክ ተማሪ መሆንን ኣይጠይቅም። ይሄ የሁላችንም ኦሮሞ ተወላጆች መሰረታዊ እውቀት ነው። መሰረታዊ እውቀታችን የሚጀምረው ከታሪክ ትምህርት መሆን ኣለበት። ታሪክ ለመላው የኦሮሞ ተማሪዎች ልክ እንደ እንግሊዝኛና ሂሳብ ኮምፓልሰሪ ሳብጀክት ሆኖ መታየት ይገባዋል። ዛሬ ስለ እስራኤል ታሪክና ማንነት የማያውቅ እስራኤላዊ የለም። ማንም ኣረብ ወይም ኣውሮፓዊ ኣንድን እስራኤላዊ ዜጋ ማታለልና ከህዝቡ ፍላጎት በተቃራኒ ማስቆም ኣይችልም። እያንዳንዱ የኦሮሞ ዜጋም የራሱን ህዝብ ታሪክና የፖለቲካ ህይወት ጠንቅቆ በመረዳት በጠላት ፕሮፓጋንዳ በቀላሉ ከመታለል መዳን ይኖርበታል።
ከዚህ በተቃራኒ የቆሙት የመብት ጥያቄያችን ጠላቶች ካሁን በሁዋላ የኦሮሞን ህዝብ ብሄርተኝነት ወደ ሁዋላ ማስመለስ ከቶ እንደማይቻል ተረድተው በጊዜ ቢደራደሩ ይጠቅማቸዋል። ዛሬም በነቀዘው የ19ኛው ክፍለ ዘመን ኣስተሳሰብ ታውረው መቀጠል ካማራቸውም ይቀጥሉት። የማታ ማታ ድሉ የፍትሃዊ ትግል ባለቤቶች መሆኑ ኣሙን ነው። ግመሎች ይሄዳሉ ውሾቹም ይጮሃሉ እንደሚሉት የኣረቦች ብሂል እኛ ጉዞኣችንን ቀጥለናል። እነሱም ይጩሁ።
